The forum is a kick-off event of Dinogan Festival, Barangay Carmen’s annual fiesta, following the inauguration of the new building in the barangay hall compound, where the forum will be held.
Barangay Carmen Punong Barangay Kapitan Kikang Uy explains that the Dinogan Forum aims to provide a platform for barangays to present successful projects. It shall showcase barangay-based programs that are tested and proven to be beneficial to the barangay and can be replicable in other barangays. Best practices in the areas of environment protection through communal clean-ups and urban gardening and the professionalization of workers in customer service; solid waste management, particularly the implementation and management of Materials Recovery Facilities (MRF); the barangay justice system (Lupon Tagapamayapa), and others.
KapKik asserts that all barangays aim to improve by enhancing existing activities or by developing new programs for the benefit of the residents. However, it is not a common practice for barangays to come together with the main purpose of sharing what they have and what they know to be more effective and more relevant; to be the best. “I am hopeful that this initiative that we, at Carmen, have taken on, shall encourage other barangays to benchmark their own activities and collaborate with other barangays.”
The forum was developed out of KapKik’s desire to share Barangay Carmen’s initiatives, in support of his cause, Isulong ang pagtinabangay sa barangay, calling for collaboration and participation at the barangay level. In articulating the method of engagement, KapKik came up with PEACE, a reference for those interested to get involved:
- Participate in identifying specific action or program
- Engage fellow movers and team members to help carry out program objectives
- Activate resources, spheres of influence, and network
- Collaborate with private and public partners and affiliates
- Execute program
Expected to attend the forum are the barangay captains in Cagayan de Oro City, as well as CDO Mayor Klarex A. Uy and DILG City District Officer, Ms. Jane L. Docallos.
